Make sure you're not using the number pad, but the numbers ABOVE your keyboard itself.

Do you mean can't?

Like Cloud said, use the numbers just above the letters on your keyboard. Not the numpad (side of keyboard). FH does not recognize these and they will not be entered into the game, whether your num lock is on or not.
