I don't believe so. Ye'll have to use a program such as Gimp or Photoshop. Paint is incompatible with craftin' such creations. Both are safe to use and, less I'm mistaken, both are also free to download.

Since MS Paint or Paint in general works under a bitmap format, it may not be compatible with the formats used for maps and other media like presets. I've actually tried before, but didn't get any results. Programs like Gimp and Photoshop can work because their more flexible than Paint. Added, you can manipulate images to different formats.

Then, I could be wrong, it was ages ago since I tried to it in Paint. Someone may correct me if I'm wrong.

As a side note Photoshop is paid but there are usually 30 days trials IIRC. Or -ahem- you can go for the illegal way, which I won't be going into detail then.

Any program that allows you to manipulate the size of canvas, save in .png and save with an alpha layer (Unless I've missed something else) should be fine.
I don't think that Paint allows that.
Gimp is free and works great.
Though I've even used an app on my iPad mini 'ProCreate' to create a preset.

Design programs that support layers and "multiply" layers such as Photoshop, GIMP, and Paint Tool SAI are required/recommended to use for texture work and creating maps. Paint does not have the right format for FeralHeart to support the file. For creating height maps, it's recommended to use programs that support grey-scale formats such as PS and GIMP.

I personally use SAI for texture work.
