I have one question. How exactly do you add a Floof-o-Meter to another Floof? Or is it only the mods, admins etc who can do that? Or a specific ranking?

You'll have to have 25+ posts in order to +Floof people :3

As said in the guide c:
Once you hit a certain amount of posts (25) you can start nuzzling floofs and such. ( As Fire Stated c: )

But if you're talking about the meter itself, then I believe everyone has one.
