Making heightmaps/masks in paint doesn't work as far as I know?
One of the reasons the game stops responding is probably because the image you saved from paint doesn't meet the standards required such as .png image, 512 or 513 on both sides in size, one layer, and grayscale mode.
I'd suggest you to download GIMP. A free image editing program. It supports all these functions.
