Yes, you can have both item packs, but it's known to get a bit glitchy. While you can see the actual item that your character is wearing, other people might see another/different item, depending on which item pack they downloaded first (the order of items goes by list, rather than mesh name.) Personally, I would suggest sticking to one item pack, but you may choose to download more than one if you'd like.
