Welcome back! As for what time people seem to be online and rping, it depends on when people get out of work or school (usually school, we have a lot of youngsters around here). For me, here in the states, there's a lot of activity around three and four o'clock.
You'll find a lot of people recruiting for long-term detailed rps in Fluorite Plains: around the Stone Bridge, the big tree (often called the NZ Tree) by the entrance to the Ficho Tunnel, and the Cape Portal (it's on an island).
If you're looking for short-term, spur of the moment rps, try Bonfire Island. It's easy to find a roleplay there, but beware. There are a lot of younger, more immature players on Bonfire, and they can be rude sometimes.
