Which program for making maps?

I been trying to make maps with paint.NET but I can't find the grayscale option so I don't know which program (other than paint.net) is best of making presets and maps.

I have pain.NET to and if you want the gray-scale you go to adjustments and click black and white. As for a new programs you could use GIMP it free and has a lot of the same things as paint.NET and Photoshop. I hope I was able to help!  ;)

Best option plain off is the Image editing software called GIMP. It has all the features you'd expect and need from an image editing program, and it's completely free compared to something like Photoshop.

I do believe the majority in this community that makes Presets, maps or just edit screenshots a lot use this.
