It's from a Japanese anime series called "Danganronpa". There's only a few episodes dubbed into English (Which is pretty impressive considering that the series is pretty new) but all of the episodes have been subbed with English subtitles.
It comes from Episode 6 of the Future Arc from "Danganronpa 3: The End of Hope's Peak Academy". It's a really great series so if you ever want to watch it, just start right here. However, I always recommended playing the games first because the first season is basically the entire game but skips details (and because there's a second game that didn't get an anime adaptation, so going into the Despair Arc will just be all "who are these guys and why are they here?").
