If they're not zipped, and they're just fhp. files, then that's only to wear you're able to see THEIR characters when they have presets. I actually don't think the forums support users posting presets for free-use. Generally when you download a preset, if it's not zipped, and it's to be placed in presets, it's for you to be able to see the person who made it.
Downloading presets for your use generally involves a number of .png files and zip folders.
