It should have worked. You probably did something wrong.
Make sure you are going to the upper right side of the forum and clicking the "character reset" option.
It should look like this:

From there you log in again and then select either the "go home" or "reset home" option.
After that restart the game and log back into that character. If done correctly you'll be out of Feral City.

By that, I also want to add: If you have to get the livestream to get the movie, can people see you through livestream? Like, is is skypeish or is it safe and doesn't ask pesonal questions and stuffs... O.O
