This usually Happens when the Map/server has a lot of players online. You just have to keep trying, you will get in. Otherwise try in quieter periods such as early morning/School times or late at night to retrieve your character, and leave them is somewhere like Bonfire, South Pole or Lonely Cave.
You can see how meany players are online as well as if the Server is on/offline by looking at the very top of the FH forum.
I tend to click Cancel instead of the OK when the "Failed to connect to map server" comes up,I find it usually loads quicker.
