Yes the game is safe to download.
And its more like a half and half when it comes to the Russian and English.
The site however is in Russian but you don't need it in order to play the game.

...personally I wouldnt download ANYTHING to do with IW right now, just to be on the safe side.

I got the email as well, but since I quit IW permanently, I'm not gonna even bother to do anything with the link. :\
