How do I post pics and why does it say upload folder is full contact admin or mod??

Post pics by either uploading them onto tinypic or photobucket. Copy the URL and paste. Im not too sure what you mean about the upload folder

as for the upload folder... I'm guessing the name speaks for itself; there is no space left for uploads. no clue, though.
