You can't really make .cfg files unless you know what you're doing, you can edit them though with a program called Notepad or what I prefer, Notepad++ (more advanced Notepad). Most of the
coding in .cfg files are not that difficult to understand after a little bit of time.
If you want to make a blank .cfg file then just use Notepad and save a file as .cfg at the end
