Well, you need to be a model designer, the famous program to modelling in FH it's Blender.
Also, Blender can't open .mesh/.skeleton files for some reason

In-game name as: Whinp

Exactly what Kijiako said, you need a 3D modeling program to model the tail. If you know how to model objects then you need to import the canine/feline model into the program and build the tail as an item, then exporting it. If you do not know how to 3D model then it's best you should start practicing, it's not as easy as it sounds. There might be a fluffy tail item somewhere on the forum though?

Just adding on. You need to download a script that allows Blender to import/export mesh.xml files. You need the Ogre CommandLineTools to convert the .xml to a .mesh. Unfortunately though the script isn't all compatible with every version of Blender. It seems to work best with 2.49 apparently.
Will be inactive due to work and exams.

As fine and dandy as that may appear to work, the canine animations are slightly different than the feline, so you are going to end up with this in more than one place:

Unless you changed the .skeleton from cbody to fbody. If you did that, then awesome, but if not, I'll make it easy on you;

Hopefully this of some use, haha. c:
