Terrain Mask not working, please help!

I have been making maps a long time now, I have made a lot, and not encountered this problem before. Whenever I type the name of a custom Terrain Mask in, it comes up black. It's a png, I used the Red Green and Blue 0, 0, 255, and It's definitely RGB colour. I have tried switching rendering system, and re-saving the Mask with different names.

This map needs to be done soon... Thanks in advance for any help!

Are you sure it's 513x513 and that you haven't used separate layers? Try checking that and see what happens. Also make sure that the colours are correct. If you're using GIMP than make sure you've flattened the image instead of merging it, merging the layer reveals the transparency and that tends to be the problem sometimes.

R 225, 0, 0.
G 0, 225, 0.
B 0, 0, 225.

I used photoshop. I kept it on one layer, but that didn't work, so I tried multiple, no different. I also made sure all the colours (British, I spell it colours* xD) were right...
