Well, more in the mornings and during school days.
Such as two days ago.

Me: Sitt'n at SB with roughly 6 other people, excluding the giant lion pride of friends next to us.
Really boring. XD

Sadly the worst time in FH is just in the morning and late late at night in general. To early for people and to late for people XD, best FH time is around lunch time -dinner time since people are back from school and all.
But when I do get on FH during the morning I multitask with other things.

What Feareh said, the worst times are around 2:00 a.m or 5:00 a.m. I tend to get super bored when none of my friends are online (which rarely happens, because I've got many friends on there. Usually, I would go make a friend somewhere, or just get a character and challenge myself to get to Sky's Rim without falling. Now that I think of it, Sky's Rim isn't really a challenge to get to anymore. :U

Isn't that the truth? XD But it's like even when you go to Sky's Rim there's only like 10 or 20 people there, even when there are a lot of players online.

On the bright side....in the mornings I can run around on my sparkletard Ballzee and no one cares
