Hmm, well it sounds to me like you are talking about a terrain mask, whereas Hackers is talking about the Heightmap (the image the game uses to make the mountains and/or water sources)
For Heightmaps:
- Be sure it is .png, it must always be a png (or so I've learned, I've never attempted at using a .jpg format image)
- It MUST be in GRAYSCALE, the Heightmap will not work if it is not in grayscale
- When saving the .png, if using GIMP, be sure you flatten the image. I've learned this must be done otherwise the game will crash when you add the Heightmap into Map Maker.
- The dimensions of the Heightmap must be 513x513, no bigger no smaller
For Terrain Masks:
- A terrain mask can be made using ONLY Red, Green, and Blue. You may use other colors to mark where your 4th , 5th, and 6th terrain will go. See this tutorial for a 6 terrain mask-->

- Also be sure to flatten the image if again using GIMP when saving it as a .png, or you could risk crashing, for the terrain mask it may not matter but its always good to be safe than sorry
- If your terrains are coming out bright, or very shiny-ish and almost white, then that only means you missed a color on your terrain mask and the game is having a hard time recognizing it (I figured this out only a few days ago). However, I think this only happens when you are making a terrain mask that has more than 3 terrains and you misscolored a spot, I've never encountered it with a 3 terrain mask
