I'm not familiar with the program so I can't say if it is possible or not but you do not need a 3D modelling program to make maps.

I'd recommend using photoshop or Gimp which is free. You can download it here: http://www.gimp.org/

EDIT: You can also use Terragen and L3DT to make the heightmap.
