None of the download options work

I have been trying to download patch 1.15 but none of the options work. Websetup does not show link, I can't access torrent (it is blocked from my internet) and the installer has been removed apparently. help?

Hm. None of them worked for me, and I got a friend to upload the set up on Mediafire and send that link to me. That's how I've got it. I don't know much of how to help, honestly.
