How random is registration?

Hey, I'm looking to make another account or two. I know the whole "registration is random" deal, but does it open every day? Every couple of days? I know people have tried for years to get an account. Exactly how random is registration? Does anyone know algorithms or something? Is there like a 1% chance every two hours registration opens or something?

When the Registration used to be open, it would generally open multiple times a week, sometimes even more than once or twice in a day. As the people above have mentioned, the Registration does not open at all as of recently, so I would say the percentage is about 0%. c:
