I have no idea what the Floof-O-Meter is for
can someone tell me what its for?

It's if you help someone out, or someone is being nice.
It's sort of a reward system. But only players can give each other them; they're not a collectible item.

As TwistedSorrowz said it is something that players give others by pressing the "nuzzle" button. You can only do this if you have over 25 posts I believe. And you can only nuzzle once a day (24 hours).

Yes, you must have at least 25 posts (Junior Member) on the forum, in order to nuzzle/floof another users. If someone "nuzzles" you, it means that they are rewarding you for being helpful and kind. The Floof-O-Meter counts how many times someone has "nuzzled" you. +floof

You can nuzzle more than once in 24 hours, it just cannot be the same person c:

oh lol , I thought it was if you made a mistake, XD , thanks , for  the help , and when I unlock the nuzzle option , I will be sure to nuzzle 1 of you  each 24 hours (days)
