when i checked the site, it said 20 users active, does that include the forum now because there is absolutely no one online  ;-; unless they're in private maps? I've ran around all over, and its barren ..

Also, in seaside grove and eastern pass, i get "failed to connect to map server. retry?" every time, is this something everyone else is experiencing?

yeah the count isnt 100% accurate so ive heard and there's people usually tucked away in private maps and there's also likely people in maps you can only access by going thru easten pass (bonfire islands and kwimbi beach(?) iirc)
both of those maps have been down for a while. no eta on when they'll be fixed either unforch
they say the world is endin'

As far as I know the player counter only counts players who are logged in using the website's Play Game-feature. This means, that you don't even need to launch the game to increase the count and that's why the counter rarely gives reliable results.

If you want to meet new players it's easiest at The Grounds or at Cape of Distant Worlds.
