Go to Select a program from a list of installed programs. Then try to find Notepad in the list. Don't worry, this is completely normal, and the cfg. files aren't automatically opened in Notepad.

You won't be able to access the fish from the .fho file. You need to download the actual meshes from the link Whisper provided on the previous page. Put those into the items folder, and then open up the file items.cfg.
